I guess the natural question is--what is corruption?
Politicians everywhere, but overwhelmingly in the yellow countries, campaign on the creation of government programs that will hopefully garner them votes. They pay for these programs by raising taxes on other groups of citizens. This is entirely legal, and thus not "corruption".
Officer Reyes in Mexico City, pulls over a car for a traffic violation and offers to settle the matter privately for five dollars. This of course is considered corruption, even though in both cases, people are abusing their authority for personal benefit.
What the survey really measures is government control and regulation, which of course is a fine art in a socialist society.
The U.S. has a far more decentralized power structure, which provides many more opportunities for corruption, but it also has an excellent system of checks and balances, which insures that corruption is mitigated to a reasonable level.
Having experience yellow and orange, I find I prefer orange.
