When Law is not Law

The Boston Globe notes the impact of presidential signing statements in directing government agencies to ignore provisions of new law. Unfortunately, no mention is made of Congressional actions to do precisely the same thing.

The entire issue of legal fiction is an important one, particularly as it pertains to immigration legislation. The public will see one thing, but the actual result can and will be something completely different.

Consider that current immigration legislation has been completely ignored for years, even decades. The entire immigration debate is sleight of hand--the real issue is actual policy.
