
Ask an accountant to sum 1+1 and the old joke states he’ll close the door, shutter the windows and ask you what you want the answer to be. Like the accountant, ask a congressman what the Constitution says and he’ll likely say “whatever we want it to stay”. A prime example is the McCain-Feingold bill that completely ignores the first amendment and denies citizens their right to free speech 60 days before a federal election.
In another exhibit of their hubris, Congress is working on a bill to give the District of Columbia voting rights in the House of Representatives. Never mind the fact that the Constitution reserves such rights only to states. To “balance” this additional seat politically the bill gives Utah an additional seat. That is pretty generous considering Utah will most likely gain a seat, without the bill’s help, in the next census.

Every once in a while we agree. How nice.
I've been a little surprised at the support this legislation has received from Utah's Republicans. You'd think they'd be a little more willing to accept the constitution's dictate that only states can be represented by voting congressmen since as you say...the census will be giving Utah another likely Republican seat in just a few years time.
